Hi Yupi,
According to your description, my understanding is that the new-created mailbox on the exchange 2013 cannot login via OWA, right ?
Before going further, I’d like to ask the following questions to help troubleshooting the issue:
1. Could you find the new-created user in your AD?
2.Which site did you try to login the new-created mailbox via OWA? Exchange 2013 or Exchange 2007?
3. Could you access the new-created mailbox through outlook client?
Best regards,
Niko Cheng

Where Technology Meets Talent
Thanks for the reply but how do I rebuilt the OWA virtual directory? This is a new installation and I never had a online 365 accout as some post i have been reading mentioned. I’m new to Exchange so please forgive me for not knowing.
Did you try logging into outlook for the affected user and see the results ?
Did you try for one more user or the issue is happening for just one user ?
You can run Get-MailboxPermission on the affected mailbox and see if there are any permissions missing
Also i would suggest you to run Test-MAPIConnectivity -server mailbox1 | fl and see the results
I think the mailbox might be missing few attributes like exchangemdb, home server etc
Try recreating a new mailbox in Exchange 2013 and see the results

X-OWA-Error: Microsoft.Exchange.Data.Storage.DatabaseNotFoundException
I want to share one outlook issue which I came across today. I have mentioned the error message below for your reference. I created this account a few days ago but the user has not used it as of now, and it was misspelled as well.
I corrected the name yesterday and asked the user to try to log in. However, the User got the below error. I have also tried from my end but got the same error. The error is so confusing that you would think about the database, but the fix is straightforward.
